Minutes of 2017 Annual Meeting

President George Gompf welcomed the attendees and began a summary of actions taken in the past year.
Old Business
- Security System purchased and installed. A question was asked about reviewing by anyone. The response is that it is currently accessible by the Board only.
- Dues Collection by Linda Bird, Treasurer. As of 12/20/2016, the balance was $44,800. Four liens were in place and 8 homeowners owed late fees. Two hundred ninety letters were sent out in January for 2017 dues and 73 have responded to date. Discounted dues of $100 are due to be postmarked by 4/30/2017; full dues of $120 are due thereafter.
- Common Areas. There has been some damage to the fencing a few times due to wind damage. Our landscaper has been able to repair this at a reasonable cost. Flowers will be planted as soon as available in the nurseries—probably mid-March.
- Security issues. Police have been monitoring at the Board’s request to complaints from homeowners regarding speeding. A comment was made about school buses speeding down Greendale. They were advised to call the School System when they see this happening.
- Golf carts and 4-wheelers. Again, George emphasized that our streets are city streets; accordingly these vehicles are not legal unless fully licensed and insured. Drivers must meet state driving regulations. The suggestion was to call the police if homeowners observe this happening.
- Covenant rules concerning rvs, trailers, boats, POD’s, etc. The Board continues to address any ongoing issue concerning these items. We try to show reason if a homeowner has a short need and works with the ARB to resolve it. Persistent and flagrant abuse of the covenants regarding these items precipitates possible legal action against the homeowner by the Association.
- Signs out front. No signs are allowed in the planting areas at the Front Entrance. Yard sale signs may be placed in the easement area by the highway, but must be removed in a timely fashion by the homeowner.
New Business
- A suggestion was made to update the HOA website and to add the option of paying dues through Paypal. Dick Stewart moved to set aside an amount of $2500 for a website redesign and to establish a Paypal option, to include that the Homeowner would have to pay the Paypal fee charged. Bob Bird seconded. After discussion, the motion passed with none opposed.
- A Mailbox Renovation Project was explained and proposed by Dick Stewart, ARB Chair.
- Last year, we passed an increase in dues which would cover the expense of this proposed project.
- Covenant restrictions say the mailboxes have to be standard and maintained. Many mailboxes are now old and in poor repair.
- We have a proposal from Jackson Welding to provide a new mailbox/banner, and to repaint and straighten the post at the cost of $100 per home. There would be 60 homes done per year over the next 5 years, starting with the oldest section at the front of the subdivision. These would be performed in May through July each year.
- There is some balance left over each year from the increase in dues to be applied to other expenses.st if the homeowner didn’t need it. Also about how notification would happen when the project starts. Homeowners were pointed to the website if they wondered who would be done the first year; the plats and covenants for each section are there.
- George referred to a recent topic of the Board about use of a management company. We will continue to review the potential pros and cons of this matter.
- George thanked Dottie Schreiber for installing the holiday decorations. Bob Bird moved to allocate the sum of $100 if additional supplies are needed. Martha Underwood seconded. All ayes. Dottie volunteered to do it again and Martha volunteered to help her.
- Helen Jones moved to have a Community Yard Sale and she will handle the details. Dates are April 7-8 and October 6-7 from 7 a.m. to 12 p.m. Bob added to allocate up to $100 for advertising. Dick Stewart seconded. Motion passed.

John Byler moved to accept; Linda Bird seconded. Motion passed unanimously. There was a discussion about who would be on the ARB.
George had someone interested who works for the fire department and will check on that name.
- Mrs. Helen Jones asked about the homes back in the gated subdivision and if they were going to participate in the cost of projects which affect both, such as common area maintenance, etc. George responded that they have not responded in any way in his attempts to reach them.
- George thanked Bob and Linda Bird for their considerable service to the Board, since they are moving soon to FL and to Dick Stewart in his role as ARB Chair the past year.
- A question was asked from the audience about how many houses were rented in Wyndchase. Current information indicates about 12. There is 1 under review for zoning issues.
